JBIC sets $600mn credit line for Petronas decarbonisation projects

JBIC will provide $360mn of a $600mn credit-line ceiling agreed with Petronas for decarbonisation and energy-transition projects in Malaysia and abroad, though no individual project has been named.

The Japan Bank for International Cooperation (JBIC) signed a general agreement on 4 November to set up a credit line of up to $600mn with Malaysia's state oil company, Petroliam Nasional Berhad, or Petronas. JBIC's own share is $360mn. The $360mn sits inside the $600mn ceiling and is not additional to it.

What the line covers

The facility falls under JBIC's Global Environment Conservation operation, known as GREEN. It is meant to finance decarbonisation and energy-transition projects carried out by Petronas or its subsidiaries, in Malaysia or abroad.

The agreement is for a credit line, not for any single project. The release names no project, drawdown, loan terms, lenders beyond JBIC, or Japanese suppliers, so the line should not be read as money already lent or contracts already awarded.

JBIC signed the agreement on the occasion of the second Japan-Malaysia CCS dialogue. CCS is carbon capture and storage: separating carbon dioxide and storing it deep underground or under the sea.

The policy backdrop

JBIC links the line to Malaysia's goal of net-zero greenhouse gas emissions by 2050 and to its 2023 National Energy Transition Roadmap, which lists carbon capture, utilisation and storage, bioenergy and energy efficiency as priority areas. Malaysia is also described as a key partner in Japan's Asia Zero Emission Community (AZEC).

The release says leaders at a June 2026 Japan-Malaysia summit agreed to cooperate on decarbonisation through AZEC and, given the current situation in the Middle East, to work on energy supply-chain resilience under Japan's POWERR Asia partnership.

JBIC already has a memorandum of understanding with Petronas under AZEC covering renewable energy, CCS and biofuels. The bank says it renewed that memorandum in October 2025.

What JBIC says it wants

JBIC says the line should help create opportunities for Japanese companies to work with Petronas and so widen their business. The next news to watch is any project-level financing under the line, along with the Japanese companies involved.
