Japan's Ministry of Justice and the Ministry of Health, Labour and Welfare revoked the supervision permit of MANPOWER LTD cooperative, based in Fukuyama, Hiroshima Prefecture, on 27 October 2026, after finding it had not audited several of its member employers as the law requires and had filed untrue audit reports with the Organization for Technical Intern Training. The same day's release lists six further actions against two other supervising cooperatives and four employers. Each carries a separate stated reason.
The revocation
The revocation rests on Article 37(1), items 1 and 4, of the Technical Intern Training Act. The ministries said the cooperative did not carry out audits of multiple affiliated implementing organisations under the legal standards, and submitted audit reports containing content that differed from the facts. The release names the cooperative's representative director, but gives no number of affected employers or trainees.
Two improvement orders for supervisors
A cooperative in Ginan, Gifu Prefecture, received an improvement order under Article 36(1). The ministries said it did not give member employers proper, law-compliant guidance on drafting training plans and did not audit them properly.
A second cooperative, also in Fukuyama, Hiroshima, got the same type of order. The stated grounds are heavier: it did not audit member employers properly, submitted false audit reports to the Organization for Technical Intern Training to conceal that failure, and did not guide employers or supervise training according to the certified plans.
Plan cancellations and employer orders
Two employers lost certification of training plans, and the stated grounds differ. A company in Ginan, Gifu, had 13 plans cancelled under Article 16(1), items 3 and 7. The ministries said it had foreign nationals perform illegal work, which they judged an improper or grossly unjust act under immigration or labour laws. The cancelled plans were certified between November 2021 and September 2024.
A firm in Edogawa Ward, Tokyo, had three plans, certified in June and October 2024, cancelled under Article 16(1), item 2, for acts that grossly violated trainees' human rights.
Two employers received improvement orders under Article 15(1). A company in Imizu, Toyama Prefecture, was found not to have run training according to its certified plans. A company in Yamatokoriyama, Nara Prefecture, was found to have committed grossly rights-violating acts against trainees.

What to check
The Act requires public notice of improvement orders, plan cancellations and permit revocations. Employers and counterparties linked to any named organisation should confirm their own certification and supervising-body status directly. The release does not say how trainees at the affected organisations are to be treated. The reference provisions set the audit standard as on-site checks of member employers at least once every three months, but the release does not tie any specific order to that frequency.
