The Financial Services Agency has added Izakaya Limited to its public list of unregistered crypto-asset exchange operators. The entry is dated September 2026, and the overseas section of the list carries a September 2026 update date.
What the entry says
The list gives Izakaya Limited's address as Room 1701, 17/F, Wai Fung Plaza, 664 Nathan Road, Mongkok, Kowloon, Hong Kong, and its representative as unknown. It says the company conducted crypto-asset exchange business over the internet with Japanese residents as counterparties. It also says the company runs a trading site called IZAKA-YA.
The list gives only the month of listing. It does not give the date of the warning notice itself.
How to read the list
The FSA says every operator on the list was confirmed, when a warning notice was issued, to be breaching Article 63-2 of the Payment Services Act by running a crypto-asset exchange business without registration. Operators of such businesses must register with the FSA or a local finance bureau.
The agency also says a listing does not necessarily show an operator's current unregistered activity, and that names and addresses may be out of date. An operator that is absent from the list may still be acting as an unregistered exchange. The FSA tells users to check that a provider is registered before using it.
Older entries stay put
The same overseas table also lists KuCoin, bitcastle LLC, Bybit Fintech Limited, MEXC Global and Bitget Limited under November 2024. Earlier entries run back to 2018. Those are historical listings, not new actions. The separate domestic list was last updated in April 2023.
