Japan's Financial Services Agency has amended the list of financial institutions named under Article 17 of the law on managing deposit accounts through My Number use based on the depositor's own intent. The change is small: one institution goes in and one comes out.
What the notice changes
The amending notice is issued jointly by the FSA and the ministries of finance, health, labour and welfare, agriculture, forestry and fisheries, and economy, trade and industry. It amends a 2025 notice that names the institutions the authorities specify under Article 17.
The amended text adds a new item 10: a bank whose registered name begins with Mitsubishi UFJ. The notice gives that name in Japanese script and offers no English rendering of the rest of it. Former items 10 to 20 shift down by one place to become items 11 to 21.
The notice also deletes item 21 from the earlier version, a fishery cooperative. Items one to nine are unchanged.
Timing and process
The FSA says the amended notice applies from 13 October 2026. The notice itself says it applies from the day of promulgation.
The agency ran no public-comment procedure. It says the notice is not an order covered by Article 2, item 8 of the Administrative Procedure Act, the provision that triggers public comment.
What the notice leaves out
The notice does not say why the bank was added or why the fishery cooperative was removed. It also says nothing about what the changes mean for account holders. Readers tracking My Number-linked account administration should treat this as a change to a named list, not a change to the law's obligations.
